			<content:encoded><![CDATA[<p>Thanks to everyone who helped with my successful reelection.</p>
<p>Tonight at 7PM at the High School the town budget will be voted on along with a warrant article to rescind the water &#038; sewer $12 million bond ($10 M. is unspent at this time)and a warrant to let voters vote on the issue of gay marriage.</p>
<p>On Friday night (same time &#038; place) the school district will be voting on the school budget and it is clear that Dee Trybig and Kally Abrams will attempt to increase spending in order to avoid teacher layoffs (Dee is a part-time Bow teacher and sits on the Budget Committee).</p>
<p>With regard to the School District the moderator, Mr. Hatem, has gone on record as saying he saw no problems with last years show of hands, voice votes or having non-voting outsiders protesting inside the polling place (the HS auditorium).  </p>
<p>The School Board had asked Mr. Hatem to reconsider but as of this date he has refused.  This will undoubtdly lead to motions from the floor to over rule the moderator.  I understand many if not all votes will be by secret ballot. </p>
<p>I hope to see all of you tonight and certainly on Friday night.</p>

			<content:encoded><![CDATA[<p>Several people have asked me who is running and what I know about the candidates. Below are the names and my observations based on what I have heard them say at various School Board, Selectman or Budget Committee meetings. The incumbents are **</p>
<p>I am running for reelection to the Select Board and am asking for your vote and support.<br />

<strong><br />
Select Board &#8211; Elect 2</strong></p>
<p>**Tom Keane &#8211; I have served on a number of town committees and am fortunate to have been elected to both the Select Board and School Board. There is no doubt that I am a fiscal conservative who believes in cost effective and efficient government services.</p>
<p>Rick Hiland &#8211; Rick is a long time active member of the Town Budget Committee and as such he has extensive experience with both the School Budget and the Town Budget. I have seen Rick at other committee meetings and he is an active member of the Bow Business group. Rick voting record is that of a fiscal conservative. He owns an automotive engineering specialty company located in Bow. I have not seen Rick at either School Board or Selectman meetings.<br />
Colleen Hunter is a former Bow town employee who managed the town&#8217;s day care program. To my knowledge she has attended only one Select Board meeting three years ago to defend her position that town should compete with the private sector and operate a child care program. I can not recall seeing her at any meeting of the School Board or Budget Committee.</p>
<p>Jill Desrochers &#8211; Jill is an active member of the recycling committee. She is an adjunct faculty member at the Technical Institute (NHTI). She is a lawyer by training. I n three years I do not recall ever seeing her at one Select Board, School Board or Budget Committee meeting.</p>
<p><em>Leon Kennison decided NOT to run for reelection.</em></p>
<p><strong>School Board – Elect 2</strong></p>
<p>**Pansy Bloomfield is running for reelection. She has continuously served on the School Board since before there was a Bow High School.</p>
<p>Robert Louf is heavily involved with Bow youth programs and has attended many Select Board and School Board meetings.</p>
<p>Shawn Coe works for the Londonderry School system. His wife has appeared before the School Board in her role as the Dean of Humanities at Bow High School. I have repeatedly questioned the need for a Dean of Humanities especially when student enrollment has dropped so dramatically. It is apparently Mr. Coe&#8217;s judgment that he sees no conflict of interest problem with him sitting on the board. On his face book page he explains that the Superintendent and not the School Board determines administrative salaries therefore there is no conflict of interest. Even given Mr. Coe&#8217;s perspective, who hires and fires the Superintendent? The School Board.</p>
<p><em>Warren Fargo decided NOT to run for reelection.</em></p>
<p><strong>Budget Committee – Elect 2</strong></p>
<p>**Kally Abrams is running for reelection. In her three years on the Board she has voted most often to increase spending or against proposed reduction in spend. This year she voted to support increasing the School Boards Budget by more then a quarter of a million dollars.</p>
<p>Jim Hoffman is retired and has attended many School Board, Selectman, and Budget Committee hearings. He often presents well researched opinions that suggest a commitment to cost effective government. Mr. Hoffman&#8217;s previous experience was in private sector manufacturing.</p>
<p>Ginger Fraser is unknown to me. She and Ms. Abrams share yard signs so I would conclude she also supports increasing town and school budgets. To my knowledge I have never seen her at and Budget Committee, School Board or Selectman meetings.<br />

Rick Hiland decided NOT to run for reelection to the Budget Committee but rather to run for the Select Board</em></p>

			<content:encoded><![CDATA[<p>There is an email that is being circulated asking parents to oppose the rumored reductions in teaching staff at the High School.  I and the rest of the school board have received at least one email pleading with us to maintain the status quo regardless of the cost or fairness to other teachers in the system. </p>
<p>I have also received a couple of emails in support of the rumored reductions in force at the high school.  In both cases these residents wish to remain anonymous because they feared retaliation against their children.</p>
<p>Here are the facts.</p>
<p>School enrollment has been and continues to decline.  With zero residential building permits pulled this year (less then a decade ago the town processed over 150 new residential permits), with low birth rates and with a high inventory of existing homes for sale it is doubtful that the declining enrollment trend will be revised anytime soon.</p>
<p>Last year the teacher student ration in the elementary and middle schools was increased to about 22 students per class.  The state recognizes 25 students to teacher as a reasonable ratio.</p>
<p>In the current proposal the High School core courses class size for grades 9, 10, 11 would be increase from 15 to about 22.  No more then 25 as reported by some</p>
<p>These small class sizes have resulted in Bow High School per student costs being significantly above the state average.  (About $14,000 per year)</p>
<p>If Bow High School is to continue to exist it will soon need to attract paying students from other towns.  Our High School cost eliminates us from consideration by many other towns.</p>
<p>The school board has expressed a desire to have equity in class size across the system, to reduce the per student cost at the HS and to hold the line of property tax increases.  The School Board also is committed to maintain the High Schools current core and elective course offerings.</p>
<p>With ALL of the wishes in mind the BOARD proposed increasing the average High School core class size from 15 to 22,  give or take a student.  This would allow for a reduction of 4 teachers from the core courses.  The BOARD also proposes to increase class size in the elective offerings which would result in one additional teacher reduction.  It would actually be reducing the number of hours among several teachers that would result in an equivalent of one additional teacher.</p>
<p>It is important to note that these reductions in staff if implemented correctly would result in NO REDUCTION IN CLASS OFFERINGS.</p>
<p>The elementary and middle schools will continue a staffing pattern that produces 22ish kids per class and this will result in one less teacher in both schools in the next budget.</p>
<p>Where the rumors are just plain wrong. </p>
<p>There have been NO SECRET meetings of the school board.  All meetings have been advertised to the public in accordance with the right to know law and all budget meetings have been open to the public.</p>
<p>At this point in the process no one knows which teachers will not be hired back next year.  This is primarily due to the teachers unions bumping rights.  Seniority is NOT the only factor when one considers union bumping rights. For example; one or more teachers, with many years of experience in the Bow system, may choose to retire once there is a budget that calls for teacher reductions. </p>
<p>To summarize;</p>
<p>The issue of equity and fairness to all teachers requires the high school to increase their class size.<br />
The BOARD has devised a proposed budget that does not eliminate a single core course offering nor does it eliminate one single elective.</p>
<p>The high school teaching pattern is only being brought into line with the elementary and middle schools.</p>
<p>The student to teacher ratio across the system will be in the lower 20’s across the entire system.<br />
With 22 or 23 students to a class Bow will still be below the state suggested ratio.</p>
<p>The next school board meeting is this coming Monday evening at the High School at 7PM. </p>
<p>Please think about attending and voicing your opinion on this matter.</p>
<p>On the town side the Selectman meet this Friday evening at 5:30 PM in an effort to make produce a final budget for next year.  The current proposal is projected to increase taxes, on the Town portion, by almost 10%.</p>

<p>Other news:</p>
<p>Did you notice your tax bill went down?  This is primarily due to the local school board tax decrease.  The town (municipal) portion of your tax bill actually increased.</p>
<p>As for the new 2011 budget.</p>
<p>The School board will hold its second 2011 budget meeting this Friday at 8:30 am at the high school.  The school committee is trying produce a no tax increase budget.  This will require holding the line on expenses and addition reduction to offset the loss of state revenues.  To add to the local problem the state has mandated expense increases in the form of automatic pay increases for union staff as a result of  the new &#8220;Evergreen Statute&#8221;.  This law was passed by the NH Senate &#038; House and signed by the Governor.  The state also increased our cost by increasing the local percentage need to fund the state employee retirement system.  </p>
<p>The Selectman asked the town manager to present a zero expenses budget increase for the 2011 town budget.  He handed in a 5% increase.  </p>
<p>Unlike the school board the Select Board has yet to take the position of no tax increase.  </p>
<p>The town budget will also see reductions in income that will require additional reductions in expenses if we are to hold the line on taxes this year.</p>

<p>Wednesday @ 7:00 PM @ the High School &#8211; Session #2 of this years town meeting will commence.</p>
<p>Thursday @ 5:30 PM Selectman&#8217;s Meeting will be held.  Although I do not yet have the agenda I suspect the Police Dispatch problem will be a topic of discussion.</p>
<p><strong>Town Meeting #2 remaining Warrant articles:</strong></p>
<p>#7 – To raise in new taxes $350,000 for additional paving (standard repairs are included in the operating budget). If passed this will constitute about $90 in taxes on a $300,000 home.</p>
<p>#8 – To raise in new taxes $249,000 to be added to the capital improvement fund for Public Works. DPW has about $700,00 in the fund. The total fund has in excess of $3million in it. If passed this will constitute about $65 in taxes on a $300,000 home.</p>
<p>#9 – Raise and appropriate $170,000 to purchase an ambulance. Concord has 3 ambulances and receives approximately 10,000 calls per year. Bow has 1 ambulance (NEW in 2005) and receives about 1,000 calls per year. Historically Bow has used mutual aid when a second ambulance is needed.</p>
<p>If passed this would be the second new ambulance within four years.</p>
<p>#10 Spends $143,000 for a new DPW dump truck. NOTE: #8 ADDED $249,000 to this fund and now #10 spends $143,000 and a later article #18 spends another $35,000 of the $249,000. If the proposed warrants pass the net amount added to the capital reserve fund will only be $71,000. Not recommended by the budget committee 3-5</p>
<p>#11 – Raises another $66,000 to capital improvement fund for the &#8220;police equipment&#8221; capital reserve fund.</p>
<p>#12 – Establish a new category within the Capital Reserve Fund for bridge repair. New taxes totaling $60,000. A bridge capital reserve fund is necessary to receive state matching funds.</p>
<p>#13 – to raise and appropriate $49,000 for our annual town property reevaluation. This action moves money from one fund to another. The point of annual property evaluations is two fold. 1. Reflects the current housing market 2. Cost less then doing an evaluations every 5 years.</p>
<p>#14 – Raises another $48,500 to the capital reserve funds this time for Municipal Grounds and Building fund.</p>
<p>#15 – Raises another $42,000 to the capital reserve funds this time for Fire Department Equipment Capital reserve fund.</p>
<p>#16 – Raises another $42,000 to the capital reserve funds this time for Fire Department Truck fund which includes &#8220;pumper truck, ladder trucks, tanker trucks, forestry trucks, rescue trucks, and ambulances&#8221;.  It is worth noting that the language includes &#8220;ladder trucks&#8221;. We currently do not have even one ladder truck let alone ladder trucks. Several of the other categories of trucks have mention of multiples when we currently only have one. This appears to be a sweeping change on what we will be saving money for future purchases.</p>
<p>#17 – Spend $40,000 from existing funds to purchase a new air compressor to fill the new self contained breathing tanks.</p>
<p>#18 – Spend $35,000 of the capital reserve fund for a new pickup truck for the DPW. This relates to articles #8 and #10.</p>
<p>#19 – Spend $27,000 of existing saving to upgrade the library computer system.</p>
<p>#20 – Spend $12,500 of existing saving to survey Alexander Cemetery.</p>
<p>#21 – Raises another $12,000 to the capital improvement fund this time for Parks &#038; Recreatoin.</p>
<p>#22 – Raises $5,000 to fix the Community Building rest rooms.</p>
<p>#23 – Move $11,000 from an account originally set up to buy a vault protect the town&#8217;s historical documents to the general fund. The purchase of fireproof cabinets (not a vault) is covered in the operating budget.</p>
<p>#24 – This article is a new ordinance dealing with septic system design and replacement.</p>
<p><strong># 25 – CHANGE TOWN MEETING BACK TO THE MIDDLE OF WINTER</strong></p>
<p>MY OPINION: I believe moving the date back to March will reduce voter participation.  A couple of weeks ago the town experienced the third highest turnout in the last 30 years. This is proof that there is nothing wrong with the current May elections.  Move town voting back to the dead of winter will actually suppress voter to turn out.</p>
<p>#26 &#8211; This is a vote to require elected officials to show the public the vote count (4 in favor 3 against) on the official town report and any other similar materials. A majority of the Budget Committee voted to NOT show the budget committee votes on School warrant articles. Voting yes on this issue will insure the general public knows how many members support or opposed a warrant article.</p>

			<content:encoded><![CDATA[<p>Bow residents and taxpayers have one more source of information about what is going on in town.</p>
<p>Many elected officials recognize that there is a problem disseminating information and receiving public input in Bow. However, another group of elected officials believe the minuscule number of residents who turn out for important town meetings is proof positive that voters are satisfied with their past and current spending patterns and public policy directions. As an elected officials who believes we have a problem providing resident taxpayers with meaningful information, I welcome and support the Bow Citizens Coalition and its new website, bowcitizenscoalition.org.</p>
<p>What makes the site different is its attempt to provide a level of information required by residents who want to make their own informed decision. This group is taking the press releases, public policy statements and town financial statements and probing them for information that has either been omitted or misstated. That is a good thing in my opinion.</p>
<p>No doubt this will cause some elected officials to feel a level of distress and some to cast aspersions upon the site and particularly the members&#8217; desire to remain anonymous. I am not that troubled by this latter issue because I will form my own judgments about the information I review. I can certainly understand why a school employee, town employee or parent would not want to subject themselves retribution and public personal attacks.</p>
<p>I encourage Bow residents to visit bowcitizenscoalition.org weekly to get more facts about what is going in our town.</p>
